The first stage is to apply to the Quebec government for a certificate of selection (Certificat de sélection du Québec) (http://www.immigration-quebec.gouv.qc.ca/en/index.html). You will then be accessed using specific rules.
If you are granted the certificated, it shows that you have been accepted by Quebec as an immigrant. The next thing to do is to apply to Immigration, Refugees and Citizenship Canada (IRCC) to obtain a certificate of permanent residency in Canada. Medical exam and police certificates are a very important aspect of your application process.
